The point you want to make is in your fourth paragraph. You believe it is important to improve the quality of life especially in non-urban areas. Talk about these needs in three paragraphs.
First line:
Today, computer technology is very significant in our life. It connects us, enriches us, and educates us. However, when the government decides where to spend money, I think they should spend it, not on computers, but on improving the basic needs of its citizens. People, especially those in non-urban areas, need better schools, improved housing, good roads, modern hospitals, and a good police force.
